管道完整性管理在中国应用10年回顾与展望

摘要 
管道完整性管理是继风险管理之后管理方式的变革,该理念10年前开始在中国传播,引起了中国油气管道管理方式的变革。为此,回顾并总结了全球及中国油气管道完整性管理发展历程,详述了管道完整性管理的各步骤工作内容及技术研究进展,展望了管道完整性管理未来的发展方向。结论指出:①管道完整性管理领域需要进一步拓展,要覆盖管道站场、燃气管网、集输管网、海底管道、储气库设施、LNG接收站等对象;②完整性管理专项技术有待于进一步深化研究,包括定量风险评价技术,管道内检测技术,有限元模拟技术,泵机组、压缩机组在线检测与故障诊断技术,失效分析技术等;③较之于以前的管理模式,完整性管理是一种新的管理理念,其核心思想是提前预防,在未出事故前,采取预防性措施进行治理,保障油气管道安全运行。所得出的认识和结论,为中国油气管道完整性管理技术研究指明了方向。

Abstract:
Pipeline integrity management (PIM) as another reform mode after risk management was initiated ten years ago in China, which triggered the reform in Chinese oil and gas pipeline management. In view of this, this paper overviews and summarizes the history and progress of PIM in the world, then described in detail each PIM′s step as well as contents and the related technology research advances, and finally provided a glimpse of its future. The following conclusions were made. First, the PIM covering domain needs to be further expanded to pipe stations, town gas grid, gathering and transmission lines, submarine pipelines, gas storage facilities, LNG receiving terminals, etc. Second, specialized PIM techniques awaits to be further deeply studied, including quantitative risk evaluation, pipeline internal detection, infinite element modeling, online examination and malfunction diagnosis of pump assembly and compressor system, failure analysis, and so on. Third, compared to the previous management mode, the integrity management is based on a new philosopy-prevention, which is to take measures before potential incidents to make sure the safety of pipeline operation.This study shows direction for further research of domestic PIM technologies.
